Will converting JPG to WebP reduce quality?

The image is re-encoded, so there is a small additional compression step. At the quality level we use, the difference is not visible for typical photos, and the file usually gets meaningfully smaller.

Use WebP for images served on websites — every modern browser displays it and files are smaller. Stick with JPG when a platform or app you upload to doesn't accept WebP.
